Downing curled home a fifth-minute free kick and Tuncay Sanli wrapped up Middlesbrough’s win in the 20th by beating Hammers goalkeeper Robert Green with a sweet volley.
In its fourth successive quarterfinal appearance, Middlesbrough will travel to Everton on March 8.
The win provided manager Gareth Southgate with a break from the club’s struggle against relegation from the Premier League. Middlesbrough is one point above bottom-placed West Bromwich Albion
